(Received This Day, 9.35 a.m.) LONDON, May 18. ‘‘Evening Standard’ ’ says Britain is still unable to accept the Russian proposal for a three-Power pact against aggression. The Soviet is insisting that it will not agree to anything until the plan is accepted.
