VON PAPEN’S FAILURE IN TURKEY SHOWN BY-AGREEMENT WITH BRITAIN. ANNOYANCE IN GERMANY. By Telegraph—Press Association—Copyright. (Received This Day. 12.30 p.m.) LONDON, May 16. The British United Press Berlin correspondent says: “Ostensibly to report on the situation, Herr von Papen, Minister to Turkey, is returning to Berlin. The conclusion of the British-Turkish agreement shows that he has failed in his' mission to thwart this alliance, greatly to Germany's annoyance.”
