The “New York Times” Washington correspondent says that, according to State Department sources, President Roosevelt is at present prepared to issue another appeal for European peace by suggesting a conference to settle economic problems by means other than territorial aggrandisement, at an opportune moment, or if another critical situation develops in Europe.
