Some 40,000 people, marching from all parts of London participated in Labour’s May Day rally in Hyde Park. Banners bore the slogans: “Unite with Russia!” “Save Peace!” “No Conscription!” "Chamberlain must go!” Members of the House of Commons, Messrs Morrison, Dalton and Montague, and Miss Ellen Wilkinson, and others spoke opposing conscription, condemning the Government's foreign policy and demanding an alliance with Russia. Resolutions were'passed accordingly. DEFENCE POLICY LABOUR PARTY PROPOSALS. PREFERENCE FOR VOLUNTARY. ■ SYSTEM. (Received This Day, 10.35 a.m.) LONDON, May 7. The Labour Party report, dealing with the defence policy, prefers voluntarism to conscription, urges more liberal bounties, better pay and more numerous commissions to rankers, the giving to Territorials of equal privi-" leges to those enjoyed by regulars, the same messes for officers, non-coms and men. Other administrative changes advocated include marriage allowances at 21 years of age, continuity of employment after discharge, prevention of profiteering, public ownership of armament firms, the general co-ordina-tion of defence control and the appointment of Ministers of Supply and Defence, the latter to be assisted by a Defence Council, the Commitee of Imperial Defence to be a Cabinet subcommittee.
