THREE-POWER ALLIANCE

PROPOSED BY SOVIET RUSSIA Mutual Action in Event of Attack DECLARATION DESIRED BY BRITAIN GUARANTEE OF HELP TO EASTERN EUROPEAN NATIONS By Telegraph—Press Association. —Copyright. LONDON, May 3. The diplomatic correspondent of “The Times’’ says that Russia has made proposals for a British-French-Soviet alliance covering, first, an attack agaihst any one of them-and, secondly, an attack against any eastern European nation from Finland to the Black Sea. The question of mutual action in the event of an attack against one of the smaller western nations which Britain and France regard among their vital interests would be left open for the present. Britain, it is stated, looks for a Soviet declaration that the eastern European nations would receive Soviet help when required on the understanding that British and French help would also be given to the attacked country. Were such a declaration given, Britain, France and the Soviet would be m line on eastern European problems. The British Cabinet will today consider its reply to the Soviet proposals. Meanwhile a section of the British Press warns Poland against taking a pugnacious attitude toward Germany’s claims. The “Daily Mail’’ says tha,t disquiet has been caused here by the tone of the Polish Press. Poland should not make exaggerated claims which she has never put forward before. “The Times” says that Poland proposes to ask Germany for practical guarantees exceeding verba] assurances that Danzig will not be used as an anti-Polish base. , Meanwhile, the Copenhagen correspondent of “The Times” says it is understood that the German Government proposed to the Danish Government, and probably to all other northern States, that they should conclude bilateral non-aggression treaties with Germany. Official negotiations have already taken place and there is reason to believe that the northern capitals interested will carefully examine the proposal from all viewpoints. The Stockholm correspondent of “The Times” says that Germany has approved the remilitarisation by Sweden and Finland' of the Aland Islands in the Gulf of Bothnia. ' Italy is expected similarly to approve, thus completing the approval, of all the signatories of. the 1921 Neutrality Convention. Russian objections are not envisaged.
