Pirow, Minister of Defence, in the Assembly, said the Ottawa Pact gave Britain a market in the Union, but Britain did not give South Africa a market. In the present negotiations with Britain the Union was explaining that it most firmly desired a change. It would be investigated whether it was worth while continuing the agreement or making a similar agreement, unless effective preferences were obtainable.
