RUMANIA PROPOSING TO PAY. OBLIGATIONS TO UNITED STATES. By Telegraph—Press Association -Copyright. (Received This Day, 10.50 a.m.) BUCHAREST, April 30. The Minister of National Economy has announced that Rumania will open negotiations with the United States for the resumption of the payment of war deMs, amounting to £1,900.000, and the resumption of payment of coupons on State gold'; bonds held in the United States, to which Rumania attaches the greatest importance as helping to maintain international values.
