The Chinese claim the complete occupation of Kiican, but the Japanese assert that they prevented a Chinese attempt to recapture Kaifeng, driving them off 28 miles. The Japanese, aided by reinforcements, have resumed the initiative around canton, threatening adjacent districts. FINANCIAL CRISIS. IMPENDING IN NORTH CHINA. (Received This Day, 12.20 p.m.) PEKING, April 28. A serious financial crisis is impending in North China, owing to the steady decline-in the Federal Reserve Bank null’s, which are quoted at over 31 per cent discount. Apparently local Japanese are buying national currency heavily. Retail prices are rising sharply. _____
