The withdrawal of the Repulse was made at the King's own suggestion.

It is reliably stated that five Councillors of State are being appointed to act for the King while he is in Canada. They include the Queen, the Dukes of Gloucester and Kent, the Princess Royal and Princess Arthur of Connaught. The Queen is included because the sovereign’s escort must be a member of the Regency Council.
