IN SOUTH-WEST AFRICA. POLICE INCORPORATION BILL. By Telegraph—Press Association—Copyright. CAPETOWN, April 26. The Bill incorporating the SouthWest African police in the Union police force was read a third time today by 88 votes to 26, the Nationalists opposing it. General Smuts, Minister of Justice, said that tne Government did not intend to incorporate South-West Africa in the Union. There was no unrest in South-West Africa. Disturbances led to' war and consequently law and order must be preserved if the Union was to avoid war. DUAL CITIZENSHIP. CRITICISM OF IMMIGRATION LAWS. (Received This Day, 10.45 a.m.) . WINDHOEK, April 26. Dr Hirsekorn, the Nazi leader in South-West Africa declared in the assembly that his dual nationality was legal. According to the London agreement Germans in South-West Africa are not obliged to render military service against Germany for thirty years. He characterised the immigration laws against Germans as hard and unfair, and for this reason Germany appealed for a relaxation.
