EARL BALDWIN LECTURES AT TORONTO CROWN AND DEMOCRACY. GUARANTEE OF STABILITY. By Telegraph—Press Association—Copyright. (Received This Day, 12.5 p.m.) TORONTO, April 21. Opening a series of lectures at Toronto University Earl Baldwin declared that any attempt to alter the British monarchial and democratic constitution would strain it to the breaking point. “That,” he said, “is why. internally. Britain has no dealings with Communism, and Fascism. I have no fear myself that we shall ever get Fascist movements with us unless we have disintegration through Communism, and if .such disintegration appeared the forces of law and order would win. The Crown itself, while shorn of most of its prerogatives, has never stood for more than it does today. The head of the State, independent' of politics itself, guarantees the stability of British democracy. As long as he is there, there can be no Fascist or Communist Government.”
