DISCUSSION IN THE HOUSE OF LORDS ASSURANCE BY FOREIGN MINISTER. DESIRE FOR UNDERSTANDING., LONDON, April 13. . In the. House of Lords, Lord Snell approved of the 'Graeco-Rumanian assurances. Referring to the continuance of . the Anglo-Italian Agreement, he said he did not like to assume that Britain was buying Italy from Spain by making no noise about the Albanian situation. The key seemed to be the British-French-Soviet declaration of pCace and the intention to resist aggression, which would secure the goodwill of the United States and give new hope to small nations. Other speakers supported the Government’s action, urging the Powers to mobilise industry, wealth and manpower, stressing the importance of Russian .support. Lord Halifax’ in reply, said he .fully recognised Russia’s importance. Ther.e were difficulties in. this matter which were .not of British malting, but it would not be Britain’s fault if they were not overcome. REACTIONS TO SPEECH “OLIVE BRANCH TO ITALY." General reactions to Mr Chamberlain’s speech are that it is “an olive branch to Italy.” Italian circles in London are relieved that he did not denounce the Anglo-Italian Agreement. Mr Chamberlain's statement had practically no effect on the Stock Exchange. The markets closed quietly. Gilt-edged stocks are easier. German, Dawes and Young loans are better. Industrials are neglected, but steady.
