SPANISH REFUGEES
QUESTION OF FINANCIAL RESPONSIBILITY. BRITISH SHIP DETAINED IN FRANCE. By Telegraph—Press Association—Copyright. (Received This Day, 11.15 a.m.) ORAN, April 10. The French authorities have detained the British ship Stanbrook, after she had landed two thousand refugees from Alicante, and are reported to be insisting on a guarantee of five shillings per head daily. The owners of the Stanbrook have issued a statement saying that the responsibility of making this payment rests on the International Commission.
