STIFFENING AGAINST ACTS OF AGGRESSION RUSSIA READY TO ENTER PACT. IN EITHER EASTERN OR WESTERN EUROPE. (Independent Cable Service.) (Received This Day, 10.20 a.m.) LONDON, March 28.
