MINES LOADED AND BRIDGES GUARDED. ’ PRECAUTIONARY MEASURES. ZURICH, March 26. Doctor Rudolph Minger, head of the Military Department, explaining why frontier mines were loaded and bridges guarded, said that these measures were due to the general’ uncertainty of the international situation. GERMAN TROOPS. REPORTED TO BE MASSED ON FRONTIER. (Received This Dav.’ 11.15 a.m 1 .) PARIS, March 26. It is reported that the Swiss have learned that seven hundred thousand German troops are massing on the Swiss border. This is the reason for the Swiss calling up several classes of reserves.
