Attlee, in a public speech, said: ‘‘There is a widespread agitation to introduce conscription. It is clear from Ministers’ statements that they have no plans in the event of conscription for utilising the services of the masses. We are facing danger from totalitarians organised oil a basis of refusing individual liberty and regimenting the community. We will not defeat this menace by adopting their methods. We must develop to the utmost the spirit of voluntary service.” He added: “The policy of unilateral appeasement has proved not only wrong but futile. It had brought Britain to the danger of war and had weakened democracy throughout the world.”
