A Plenary Powers Bill is being tabled in the Chamber of Deputies tomorrow and will be debated in a special session of the Senate on Sunday. M. Daladier is asking for special powers until November 30. Disorder compelled M. Herriot twice to suspend the Chamber of Deputies. M. Daladier said if he were granted plenary powers to extend the working week beyond forty hours, he could revise his foreign policy and try to wean Signor Mussolini from Herr Hitler. Cabinet has approved M. Daladier’s Bill for strengthening the armed forces. All Ministers must at present remain in Paris.
