NEED OF RE-ESTABLISHING EQUILIBRIUM. LETTER FROM THE KING. (Independent Cable Service.) BRUSSELS, March 7. King Leopold has sent a letter to the former Premier, M. Pierlot, declaring that constitutional principles were being ignored, responsibilities avoided and that the work of the executive was no longer proceeding along constitutional lines and that the head of the State was therefore forced to sanction decisions in which he had no part. The King said that he wished to remain faithful to the constitution and hoped that the dissolution of Parliament would re-establish internal equilibrium and enable the formation of a stable Government.
