Municipal Council and the Japanese authorities have- agreed regarding the. prevention of terrorismin ' the International Settlement. The council' succeeded in maintaining the vital principle that no police action could be taken without the consent of the council, which would then be willing to accept the co-operation of the gendarmerie.
