REPORTED JAPANESE PROPOSALS WITHDRAWAL FROM CENTRAL CHINA. CHIANG KAI-SHEK’S RESOLVE. By Telegraph—Press Association—Copyright LONDON, February 28. The Hong Kong correspondent of the “Daily Express” says that Japan is reported to be putting out feelers foi peace, proposing' a Government to beheaded by Wang Ching-wei but including General Chiang Kai-shek. She would be prepared to withdraw from Central China, but to retain hex garrisons in the north. Economic rights’would be granted to third Powers which help in effecting a settlement. Major-General Kita, military attache in Peking, is reported to be busy promoting a plan and to be attempting tc make contact with influential Chinese who are not tainted with the stigma ol being mere puppets of Japan. Meanwhile a Chungking report states that Generalissimo Chiang Kai-shek’s intimate friends declare that he will retreat to Tibet sooner than surrender. Chinese agents recently have been active 'preparing new bases west ol Chungking in the event of a further Chinese withdrawal. POSITION IN SHANGHAI. REPLY FROM SETTLEMENTS ACCEPTED. TOKIO, February 28., > The Japanese have accepted a reply from the International Settlement stating that it wjll undertake to control the terrorists with Japanese help. SECOND JAPANESE NOTE:; need for Supervision EMPHASISED. (Received This Day, 10.20 a.m.) SHANGHAI, February 28. A second Japanese note to the Municipal Council moderates earlier demands, but'again emphasises the need for supervision of terrorism in the Settlement, for which service Japanese police have been offered.
