Two hundred military leaders from all parts of China secretly conferred for four days in order to improve the training of the new Chinese Army. The War Minister, General Ho YingChin. presided and General Chiang Kai-shek spoke. JAPANESE AT SHANGHAI. LIVE WIRE BARRICADES. (Received This Day, 12.5 p.m.) TIENTSIN, February 26. The Japanese have erected barricades and encircled the British and French Concessions with live wires, enabling the sudden closing of exists and entrances.
