A DISTURBING DOG

(To the Editor.) Sir, — Somewhere in the vicinity of the intersection of Pownall, College and Rcnall streets in the small hours of the morning a dog is continually barking or yelping. If the owners have not the common courtesy to stop such a nuisance is there no by-law that can be called into operation so that residents may have a peaceful sleep? Yours, etc. J. BROWN. Masterton. Commenting on the above complaint the Borough Inspector. Mr T. A. Russell. said the council was not empowered to make by-laws for the control of noise. All that the borough could do was to see that the dogs were registered. The question of noise was one for neighbours to decide between themselves. If he considered that he had a sufficient case, a resident could take up with his solicitor the question of a nuisance caused by a dog.
