LORD LYTTON ADVOCATES DECENTRALISATION ADVANTAGES OF SPREADING INDUSTRIES. SOCIAL & STRATEGIC GROUNDS. (British Official Wireless.) RUGBY, February 25. A strong plea to the Government to adopt a policy of planned decentralisation of industry was made by Lord Lytton addressing the 40th annual meeting of the Garden Cities and Town Planning Association today. The association had urged this course on social grounds in the past, but vulnerability in time of war, said Lord Lytton, had given a new urgency to the demand. In the factory trades alone London had nearly one quarter of the workers of England and Wales and he hoped that a 'halt would be called to the continued expansion of the city.
