ALLEGATIONS IN SECRET REPORT ALLIANCE WITH GERMANY AND ITALY. ESTABLISHMENT OF EASES FOR SUBMARINES. By Telegraph—Press Association—Copyright. (Received This Day, 1.20 p.m.) WASHINGTON, February 23. Both Germany and Italy, according lo the secret report received by the American Government and mentioned in an earlier cablegram, are to be permitted to establish five submarine bases on the Spanish coasts. Germany is to be allowed to take over submarine and air bases in the Canary Islands and Rio De Oro.
