CRITICISM IN UNION ASSEMBLY TRANSFER OF AFRICAN TERRITORIES. PAYMENT OF COMPENSATION. By Telegraph—Press Association—Copyright CAPE TOWN.'February 23. Replying in the House of Assembly to Labour criticisms regarding his European tour the Defence Minister Mr O. Pirow, denied that he tried to negotiate the transfer to Germany of West African areas at the expense of Belgium and Portugal. “I did not suggest that if the Union retained certain territories as a result of negotiation somebody else would have to pay, but that if the territories were retained and compensation was payable those who benefited must pay,” he said.
