In addition to the Premier (Baron Hiranuma), General Itagaki (War Minister) said: If the situation is not remedied it will be inevitable that Japan will take action effectively and adequately in self-protection. He added that the foreign authorities’ failure to maintain peace and order was due to lack of sincerity rather than inability. HAINAN OCCUPATION. PUPPET ADMINISTRATIONS SET UP. The Japanese have established Chinese puppet administrations at Hoihow and Kiungchow, on Hainan Island, fhe Chinese claim to be resisting the further occupation of the island.
