ANOTHER MOVE NAVAL ACTION IN YANGTSE. FOREIGN SHIPS ASKED TO WITHDRAW. (Received This Day, 9.20 a.m.) TOKIO, February 16. Preparatory to further naval operations, foreign ships have been asked to withdraw thirty miles from Haimenling (on the northern shore of the Yangtse-Kiang estuary). Japan is disclaiming responsibility for damage to those refusing. Haimenting's trade has greatly increased since the occupation of larger ports.
