General Sir Charles Harington. who was Commander-in-Chief at Gibraltar, 1933-38, addressing the Empire Society said: "I don’t believe General Franco installed guns with hostile intent against Gibraltar. There never were over four twelve-inch howitzers in the vicinity and these were removed months since.” He added that during the crisis there were four antiaircraft guns at Gibraltar, but things were vastly different now.
