amending bill before house of lords. limits on police powers OF INTERROGATION. (Independent Cable Service.) LONDON, February 15. The Bill introduced in Parliament by the Lord Chancellor today amending the Official Secrets Act limits police powers of interrogation to cases o suspected espionage in which the Chicl Officer of Police may apply to the Home Secretary for permission to question anyone believed to be able to supply information. In cases of great emergency the police may act without permission but must immediately report to the HomeSecretary. The introduction of the above amend- , ment recalls the inquiry into the liability of British members of Parliament under the Official Secrets Act which followed the claim made in the House of Commons by Mr Duncan Sandys. Conservative member for Norwood, that the fact of his being summoned as a territorial officer to appear before a military Court of Inquity in connection with information he was alleged to have obtained, and which had been embodied in a question submitted to the Secretary for War, constituted a "gross breach of the privileges of this House."
