The Secretary of State, Mr Cordell Hull, in a world-wide broadcast today, inferentially rejected proposals that President Roosevelt should call an international disarmament conference. "It is our sacred duty to strengthen out armed forces when the spectre of a major war haunts the world,” said Mr Hull.

He emphasised that the basic causes underlying war were chiefly economic and must be wiped out before there would be a realistic solution of the problem. He stressed the complexity of modern warfare and the possibility that any nation might be drawn into the conflict against its - will. “Any Government worthy of the name would be neglecting its duty if it failed to provide proper defences. This must go (hand in hand with unflagging efforts to prevent war by eliminating the causes of conflict,” added Mr Hull.
