General Franco has issued a decree creating special courts to punish those who have fomented Red subversion in the past two years and have hindered "the providential triumph of the National movement.” NEGRIN IN MADRID INSURGENTS BOMBARD CITY. (Received This Day, 10 a.m.) MADRID, February 12. Dr Negrin and other Government officials have arrived from Valencia. The insurgents bombarded the city for half an hour this morning.
