STATED BY REPUBLICAN CABINET PLEBISCITE TO DETERMINE FORM OF GOVERNMENT. LAST STAND OF EASTERN ARMY. PERPIGNAN, February 9. Gathering for the last time on Catalonian soil, the skeleton Republican Cabinet met in a tiny house in Le Perthus early this morning, after which Senor Del Vayor, Foreign Minister, announced the conditions under which the Republicans would make peace. He declared that the Government was willing to end the war provided safety was assured for all foreigners to leave Spain immediately and all Spaniards were allowed to choose their own form of government by means of a plebiscite. He added that everything was not yet lost. The southern zone had not surrendered and was not asking for a separate peace. General Rojo, in order to hold up the Nationalists and allow the Cabinet meeting to be held, threw the last two corps of the Ebro army across the Le Perthus Road south from La Junguera. This was the last stand of the eastern army which is now retreating to France. REBELS AT FRONTIER PREMIER TRYING TO REACH VALENCIA. (Received This Day, 9.45 a.m.) LE PERTHUS, February 9. The rebels reached the frontier at 2.05 p.m. and raised General Franco's flag. Dr Negrin departed at noon and is attempting to reach Valencia in order to join General Miaja. Aftdr a conference, attended by Don Manuel Azana and other notable loyalists. the Spanish Embassy denied that General Miaja had made contact with General Franco with a view to negotiating the surrender of Central Spain. It is added that there is no question of unconditional surrender. LANDING AT MINORCA REPUBLICANS REPORTED TO BE DISBANDING. (Received This Day. 9.45 a.m.) BURGOS, February 9.

TRIAL OF REPUBLICANS DEATH SENTENCE DEMANDED IN BARCELONA. (Independent Cable Service.) BARCELONA, February 8. The death sentence was demanded at the first court-martial of leading Republicans held in Barcelona. Senor Edouardo Barriobero, aged 6.3. an anarchist lawyer and former At-torney-General. who organised the people's,tribunals to try enemies of the Republic, was accused of sending scores of innocent people to death.
