The Japanese have requested foreigners to evacuate Ruling before February 10, after which their safety will not be guaranteed. A spokesman announced that the Japanese would not be responsible’ for injuries and damage during the coming operations and declined to give an assurance that foreigners would be allowed to return. He claimed that 65 foreigners, of whom 37 were British, were still inside the Chinese lines.
