Birmingham escorted the British steamer St Vincent de Paul from Tsingtao where it had been held by the Japanese, on the ground of attempting to smuggle goods into Haichow. The Japanese did not attempt to prevent the steamer’s departure and later admitted that there were no munitions aboard. Two Norwegian ships are detained on similar allegations.
