Sir John Simon, in the House of Commons, foreshadowed compensation to civilians from the public funds for loss or injury from sea or air bombardments, calculated on the standard applicable to soldiers. Sir J. Simon also indicated a scheme of marine war risks to cover goods between ship and warehouse, together with insurance for commodities essential to the life of the community/
