In the House of Commons, Mr Georges Heon, a Quebec Liberal, delivered the first denunciation of the Government’s foreign policy heard this session. He declared that the Premier’s promise not to reach a decision regarding war without calling Parliament was not good enough. Certain elements in Canadian life were insisting that when Britain was at war, Canada was at war. That was not true and Canada’s neutrality should be settled for all time at the next election. Canada would not be bound by a war decision overseas, through a policy in which she had no voice. Mr Heon also attacked Canada’s defence policy, asserting that Canada could not afford huge sums for armaments while thousands of unemployed lacked food.
