WAIRARAPA SOUTH COUNTY

MEETING OF COUNCIL. ESTIMATES TO BE FRAMED. ("Times-Age” Special.) The monthly meeting of the Wairarapa South County Council was held in the board room of the county. Broadway. Carterton, yesterday. There were present Councillors D. McGregor (chairman). A. E. Reid, E. W. Allen. W. A. Renall, L. S. Gallon. F. Court, F. W. Joblin, C. A. Cameron. A. McGregor and the County Clerk (Mr E. T. Beaven). The treasurer's statement showed a debit balance at the Bank of New Zealand to date of £2573 10s 2d. Receipts since last meeting were £1416 13s 10a.

Accounts passed for payment amounted to £3757 8s Id. It was decided to make a refund of £4 to the tenderer of the publican’s booth at the recent Wairarapa Trotting Meeting which fell through owing to bad weather conditions. Mi - C. J. Fisher applied for the right to cut grass seed on the'county roads in the Belvedere district. The matter was left to Councillor A. E. Reid to arrange.

The question of a water race that runs through Mr W. E. Rayner’s property, "The Cliffs,” East Taratahi, was left to the chairman and Councillor Renall to accompany the water race overseer, Mr H. J. McKenzie to inspect the work required. Mr E. L. Rayner, Carrington, wrote regarding the headworks of the water race, stating that the same was becoming overgrown with noxious weeds and rank grass, the weeds spreading on to his property. The matter was left to the overseer to attend to. It was decided to keep in view the planting of trees at the intake.

The secretary to the trustees in the Riddiford Estate wrote in connection with the condition of Glenburn road and asking that something be done as soon as possible. It was decided that the county grader be used next month to repair the road. It was decided that the Government be asked for a grant to enable the road to be patch metalled in sections.

The Carterton Town Clerk wrote in reference to the Dalefield road and asked that his council be supplied with an estimate of cost of sealing the road to the county boundary. It was resolved that the particulars be provided.

It was resolved that 10 per cent penalty be imposed on rates not paid on or before February 11. It was decided the design of the bridge on Tea Creek Road be left to the engineer to fit in with the money available and that he submit plans of the work to the council. The tender of F k Dennes (£416 11s 8d) for widening, metalling and taking off a point on Wainuioui Valley Road’ was accepted.

In connection with the Ahiaruhe Bridge it was resolved that tenders be called for road improvement and the erection of a bridge and deviation work and that the work be gone on with as soon as possible. It was decided that the County Council co-operate with Carterton Borough and that a meeting be held on Wednesday evening next for the purpose of considering a programme for Physical Fitness Week.

It was decided that the bridges in the Hururua and Pahoa districts be provided with hand rails.

Complaints Against Inspector.

It was resolved that the Clerk write to the Transport Board regarding complaints against the traffic officer who, it was alleged, was a little abrupt and overbearing regarding his method of dealing with some motor cases. One Councillor remarked that he knew the officer in question must do his duty, but at the same time civility costs nothing and it was as well for the inspector to use a little tact and not be so abrupt in his methods. The Estimates. The chairman said that councillors should go into the question of the estimates for next year together with the overseer. There were many works that required doing, such as the Main Highway, Belvedere Road, Cornwall Road, the Freezing Works Road, Norfolk Road, Park Road continuation to the Gladstone Road from the Post Office to Hurunuiorangi Bridge. It was resolved to instruct the County overseer and engineer to obtain all particulars of road requirements before estimates were drawn up and also to include Ahiaruhe Road. Shortage of Bitumen and Oil. The engineer mentioned the fact that there was a very definite shortage of bitumen and oil for road surfacing and that, it would be advisable for the County to get the supplies required without delay. Rocky Hill Road. The overseer reported that he was sending two trucks out on Monday next to metal the highway from Rocky Hill Road to Kawhata Road and suggested that while the trucks were there that they metal Flat Point Road from Opawa back to Kaiwhata. It was resolved that the work be done. Overseer’s Report. The County Overseer’s report for January stated: — Belvedere Riding: A little metalling has been done on freezing works and Upper Belvedere roads. Metal has been graded in on Chester, Norfolk. Haringa, Cobden --nd Brooklyn roads. A start has been made with the widening on Hururua road. I have obtained permission from Mr Hobson to set his fence back on a point to enable a bad bend to be improved.

Parkvale Riding: Metalling has been done on Somerset road. Metal has been graded in on Kokotau, Somerset, Francis and Hughes roads. Dalefield Riding: The fence has been set back on the corner of Mr Bassett's property on Hilton road. Metal has been graded in on Waihakeke, Moreton. Swamp. Moffatts, Josephs, Jervois, Watersons, Railway and Hodders roads. The Taumata Island road requires metalling again.

Munagaraki Riding: Metal has been graded In, watertabj.es cleaned and gen-

eral maintenance work done on Ponatahi, Millers, Longbush and Eringa roads. Watertables and slips have been cleared and general maintenance work done on Admiral, Wainuioru Valley, Flat Point and Craigie Lea roads. A little metalling has been done on Westmere and Tupurupuru roads. A 24 inch x 32 feet pipe culvert has been put in at the Opawa culvert on the Flat Point Road.

General: Metal has been graded in, watertables cleaned and general maintenance work done on the East Coast Road. Metal has ’been graded in on Carterton-Gladstone and Belvedere roads. Grading has been done and the haunches cut out and formed and spoil carted away on Dalefield Road. Ten days recrushing and washing chips has been done. I expect to make a start with the sealing of Dalefield road next Monday.

Water Race Reports. Water race reports stated inter alia: During the last month the heavy winds have caused a great many blockages in this area and at times a slight shoitage of water at the tail end. In Mr Conwell’s a bad hole appeared under the cement foundations at the overflow by the lower gate. It seems to me that this hole might have been brought about by the recent gales. On account of this leak Mr Conwell was short of water for several days. A bad leak broke out in Thornes on New Years Day and was caused, I think, by children playing in the race. General cleaning has been carried out on Messrs Ashton, Sage, Moorcock, Griggs. Daysh, Thompson and Miller. Taratahi water race: During the past month there has been two small freshes in the river and at present there is more water in the Waingawa than I ever remember at this time of the year. Heavy winds have made it necessary to visit the intake each day to keep the boxes clear of leaves, etc. A full supply of water has been kept going. Owing to the top reservoir of the Borough not doing the job, I have been supplying the town with water about five days each week. Gorse, broome and general rubbish has caused the tail end of some of the races to go short now and again through getting on the weirs and cutting the water off. It was necessary* to spend a day filling Mr W. Rayner's Parkvale farm water-race with boulders in order to prevent the race running diy and not supplying several settlers. If the farmers lower down had had water I would have let things go. Leaks have been repaired on several races, and general cleaning has been carried out on Messrs W. Rayner. B. Booth. Goodin. Hall, Weschung, Training Farm, Chennells, W. Perry, Reynolds, H. Deller, Ray, Allen, R. Rayner, N. Rayner, Davenport, W. Rayner (Cliffs), Macaulay, McKay, Latham, A. and J. Gray, S. Campbell, Busby, Price, Thomas, Wilton, Borthwick, Vaughan, Hurndell. McLauchlan, Fitzgerald, Udy, Johnson, Ray and Williams. The Borough race has also received attention.
