MODIFICATION OF “OPEN DOOR’ POLICY.

NEGOTIATIONS PREDICTED

LONDON, January 17.

It is authoritatively stated that Japan will shortly reply to the British and American Notes regarding proposed changes in China. Japan wih not accept the suggested modification of the “open door" policy and equality of opportunity in China by negotiation between the interested Powers.

It is predicted, however, that Japan will be prepared to negotiate with Britain and America under the following conditions: —

11) Complete emancipation of the Oriental nations and the removal of China's colonial status, with freedom of residence and travel in China for Orientals.

(2) Complete freedom of trade over the whole world, including the abolition of existing economic blocs.

(3) Fair distribution of raw materials and free access to them for the purposes of national existence and defence.
