NO INTERNATIONAL UNITS ON GOVERNMENT SIDE.
EXPRESSIONS OF SYMPATHY.

The International Commission reported to the Council of the League of Nations thal, after investigation in the war zone and elsewhere, it is satisfied that the Spanish Republican Army no longer contains international units; also that all foreign volunteers have been withdrawn from the front. Senor Del Vayo (Spain) said the Spanish Government had carried out the withdrawal fully and now had a one hundred per com Spanish Army fighting for Spanish independence. Ho regretted that the Government had not received all the diplomatic facilities to which it was entitled.
M. Bonnet (French Foreign Minister) declared that it was important to obtain from Burgos concessions similar to those given by the Republicans. Only when no more foreigners were fighting in Spain could Mediterranean appeasement be obtained, he said.
Viscount Halifax (British Foreign Minister) gave an assurance that Britain was most moved 15y the sufferings i.f the Spaniards and desired peace in Spain, which was only possible by the prevention of foreign intervention.
Mr W. J. Jordan (New Zealand) regretted that the twentieth century should sec innocent people being killed and starved. The Council adjourned.
