The State Department has made public a series of Notes in which Germany promised to accord Americans all rights due under existing treaties. As a result of the exchange, the United States has submitted a list of individual cases in which it is alleged that Germany violated these rights. If Germany satisfactorily adjusts these cases, and the refugee problem is worked out. there is a likelihood that the American Ambassador will return to Berlin.
