VAST EXPANSION ORDERED.
COMMISSARIAT IN FOUR
SECTIONS. By Telegraph—Press Association—Copyright. (Received This Day. 10.20 a.m.) MOSCOW. January 12. M. Stalin has issued a decree for the complete reorganisation of the Commissariat for Defence Industries, to cope with a vast expansion of the Soviet defences. The Commissariat will be divided .into four sections, with separate chiefs dealing with aviation. shipbuilding, war and supplies.
