World expenditure on armaments in 1938, excluding Germany, was £3,400,000,000. compared with £2,800,000,000 in 1937, according to the League's Armament Year Book. The figures exclude semi-military works like roads, aerodromes, etc. The world's seven Great Powers were responsible for 78.7 per cent of the total expenditure. European countries alone were responsible for 72.3 per cent, of the military expenditure.
