FORMATION OF DISTRICT COUNCILS. lABOUR MINISTER'S PLANS. (By Telegraph—Press Association.) DUNEDIN, January 7. The Minister of Labour. Mr Webb, presided over a gathering of representatives of labour, employers, and the Chamber of Commerce, and outlined a scheme that met with unanimous approval for the setting-up in each district of a council to consider any proposed industrial legislation and co-operate with the Government in making that legislation as advantageous as possible to both employers and employed. He indicated that the Government would give full weight to any amendments submitted by councils in each province, if such amendments did not interfere with the policy behind the legislation. Mr Webb said this was the first, meeting concerning sucn a scheme held in the Dominion. It was hoped to evolve an organisation in which the parties concerned could freely discuss problems about industrial legislation over which there might be strongly varied views.
