Germans claim that not more than a further 10 per cent of submarine tonnage will be built. The suggestion that Germany might use her increased submarine strength to support Signor Mussolini’s Mediterranean aspirations is rejected with greater emphasis than is necessary. It. is asserted that the increases are hot. directed against any foreign power, but are intended solely to safeguard the requirements of Germany’s own security.
