The Government is planning the issue of further national bonds valued at approximately £291,000,000, also tax increases totalling £11,000,000 in order to cope with the demands of the war and other extraordinary expenditure. In view of General Chiang Kai-shek’s antagonism and the complicated international situation in China, Japan would be forced to redouble her efforts. “It must be emphasised,” continues the message, “that even after the establishment of Chinese-Japanese relations on the basis already outlined, it will be useless to expect a rapid rescare renovation of East Asia can be duction in Japan’s burdens if a largeachieved.”
