(Received This Day, 1.5 p.m.) LONDON, December 20. “The Times” Hong Kong correspondent says Chinese sources report that the Japanese General Doihara has offered peace terms, the first condition being that China recognise the independence of Manchukuo and Inner Mongolia and join the anti-Comintern Pact; secondly that Marshal Chiang Kai-Shek take a brief holiday and resume office later; thirdly, Japan to withdraw her troops and restore to China her industrial and mining area. The Japanese attitude is hardening as a result of foreign loans to China. It is stated that the opening of the Canton River must await a settlement of the Yangtse dispute. The Japanese Navy has resumed its molestation of fishing junks near Hong Kong, arresting seventeen Chinese. The Japanese also bombed the Canton suburbs without opposition from planes. A Chinese attack on Canton is expected daily. The Japanese are digging trenches in the streets and erecting sand-bag barriers.
