LIKELY TO BE ACCORDED WEST INDIES UNDER FEDERAL SCHEME. ACCORDING TO CORRESPONDENT By Telegraph—Press Association—Copyright. NEW YORK, December 18. The San Juan (Porto Rico) correspondent of the “New York rimes” states that the establishment of a Federation of the British West Indies, grouping the far-flung islands with a collective Dominion status, is the most likely outcome of the inquiry of the West Indies Royal Commission which is at present studying conditions in the Empire's oldest colonies. The commission expects to report to the Colonial Office in midsummer.
