The Argentine and Mexican delegations today submitted to the PanAmerican Conference, which is meeting here, a joint declaration that the 21 American republics will present a common front against foreign armed aggression or attempt to implant undemocratic systems in the Western Hemisphere. The declaration, which in effect would give a multilateral character to the Monroe Doctrine, is expected to be presented for acceptance at the full conference meeting tomorrow. TRADE EXPANSION. STUDY IN UNITED STATES. WASHINGTON, December 13. The secretary of the Treasury, Mr Henry Morgenthau, disclosed today that the Treasury, with President Roosevelt’s approval, was earnestly studying a co-operative programme with the Treasuries of the South and Central American countries in an effort to make available adequate exchange facilities and otherwise to stimulate trade.

He indicated that the programme might include loans which would require Congressional approval.
