CREDITS FOR CHINA
NOW BEING CONSIDERED BY BRITAIN LORD PLYMOUTH’S STATEMENT OPPOSITION TO JAPANESE BLOC. FRANK WORD OF WARNING. (British Official Wireless.) RUGBY, December 6. In the House of Lords today Lord Plymouth, Under-Secretary for Foreign Affairs, said that the Government was examining a number of proposals tor a grant of assistance to China in connection with export credits. "The Government,” he said, “will certainly examine sympathetically these and any similar requests from the Chinese Government.”
Referring to an announcement from Tokio regarding the formation of an economic and political bloc consisting of China. Japan, and Manchukuo, Lord Plymouth said: “His Majesty’s Government cannot possibly subscribe to it.” He was sure that the Japanese Government must realise that its present policy must inevitably have incalculable repercussions in other parts of the world, the consequences of which it was impossible to estimate. Referring to the Japanese teatment of British interests in the Far East, Lord Plymouth said that the situation regarding British trade in China was still very unsatisfactory. The restrictions, imposed on shipping were, in the eyes of the British Government, deliberate discrimination against British interests. The British Government considered that there was no valid reason why British ships should not be admitted to harbours in south China, and representations had been made to the Japanese Government.
In view of the repeated promises made by the Japanese Government that the restrictions would be removed, the British Government was expecting an early improvement in the situation.
The Under-Secretary for Foreign Affairs in the House of Commons, Mr Butler, admitted that the position was unsatisfactory, and said that the British Government was prepared to consider all possible measures to safeguard British interests in China. The British Government was always ready to give its assistance in bringing hostilities to an end when an appropriate moment arrived.
