CIVIL SERVANT’S RULES
Rules for the conduct of a Civil Servant who wishes to succeed were drawn up (in a cynical mood) by one of the most distinguished of their number, the late Sir Henry Cunynghame, as follows:—Pick the brains of your subordinates and make your minutes brief. Always see difficulties in the most simple matter and gain a name for caution. Sacrifice the public to your department, the department to your chief, your chief to yourself. Shelve every question you can and avoid responsibility. Creat the impression that you are worked to death. Avoid enthusiasm (“surtout, pas de zele"). Never adopt abnormal recreations.
